Abstract
Investment in transportation infrastructure facilities plays an important role in the growth and development of a country. However, measuring the pure policy effects of transportation infrastructure is challenging, as infrastructure investments produce heterogeneous effects depending on spatio-temporal external factors, as well as the investment region and time period. To control for these effects, this study constructs a panel dataset at the region-time level, excluding time-invariant regional characteristics, to more precisely evaluate the pure social value of national transport infrastructure. The analysis is based on the Mid-Term Transportation Facility Plan, a major national infrastructure investment strategy in Korea. The results show that roads had significant growth effects in the second and third phases, but these effects diminished in the fourth phase due to improved regional mobility. In contrast, railroads showed negative growth effects in the third phase but shifted to positive growth effects in the fourth phase, reflecting a strategic shift toward urban-centered transportation policies. These findings highlight the importance of spatio-temporal panel data for accurately measuring the pure social value of infrastructure investments and underscore the need for balanced and efficient regional development policies.
