한·독 경제협력에 대한 제도적 분석과 개선방안

Abstract

This study analyses the developments and institutional schemes of Korean and German economic cooperation since the commencement of diplomatic relations of two countries. This study proposes three development stages of economic cooperations between Korea and Germany. In the first stage(from 1960s to the mid 1980s), so called ‘One-sided economic aids’ stage, the German government provided unilateral financial and technical assistances to the Korean government. In the second stage(from the mid 1980s to the mid 1990s), what this paper calls ‘Transition of technical assistances with cost sharing’ stage, the German government focused mainly on the technical assistance programs under the condition of sharing their costs with the Korean government. In this period the German government didn’t provide the financial aids to Korea. In the last stage(from the mid 1990 to present), ‘Partnership economic cooperation’ stage, both countries have been trying to build up economic partnership relations for mutual benefits. In this period, there was no economic aid from Germany to Korea. After reviewing many institutional schemes for economic cooperations between two countries, this study proposes three policy recommendations for enhancing cooperative economic relationship. Firstly, this study suggests both government to introduce the so called ‘industrial cooperation officer’ scheme with reciprocal basis. This scheme could enhance the firm level cooperation between two countries with low costs. Secondly, this paper recommends revision of the ‘Investment Protection Agreement between Korea and Germany’, which was signed in 1964. The to be revised bilateral investment treaty could enhance investment liberalization and protection after the conclusion of Korea-EU FTA in near future, which doesn’t include investment chapter. Lastly, this study suggests the institutional efforts to facilitate economic policy harmonization between Germany and Korea.
