我国民航管理制度变迁研究 -以路径依赖性为中心

Abstract

The civil aviation industry occupies an important position in the political, economic, social, cultural and other fields, and is an important basic strategic industry of the country. In order to meet the national strategic needs and the people’s needs for better air travel, CAAC has been constantly exploring and reforming. This paper combs the evolution of China’s civil aviation management system since the founding of the People’s Republic of China, and divides the evolution process of the civil aviation management system since the founding of the People’s Republic of China more than 70 years into three main stages, namely, the military management stage, the enterprise reform stage, and the comprehensive deepening reform stage. Through the analysis and research on the three stages of the change of civil aviation management system, the change of China’s civil aviation management system shows typical path dependence. The civil aviation management system has been evolving along the path of state-owned property rights, monopolistic competition and government regulation. At the same time, the change of civil aviation management system is mandatory, gradual and lagging, which has brought some positive and negative effects to the development of China’s civil aviation industry, Therefore, the phenomenon of path locking has appeared, which has developed to a certain extent. At the end of the paper, the corresponding countermeasures and suggestions on how to break through path locking are given.
