Abstract
This study analyzes changes in public service values among Korean public officials over a nine-year period from 2013 to 2021, examining differences by group and by administration. Public service values are classified into professional, democratic, and humanistic values, and groups are divided by generation, gender, organizational affiliation, and recruitment pathway. By examining changes in overall and type-specific public service values, this study explores their meaning and evolution in Korean society. Individual factors include generational differences (MZ vs. non-MZ), gender, recruitment pathway (open competitive vs. special recruitment), and rank (managerial vs. non-managerial). Organizational factors consist of career development management, transformational leadership, and innovative culture, while political factors reflect changes in administration over time. The results show that career development management has the strongest influence on public service values across most groups, includinggenerational, organizational, recruitment, and rank categories. For female public officials, generational differences exert the greatest influence. Overall, public service values are higher when officials perceive appropriate job placement, sufficient opportunities for training and development, and effective career development systems that enhance professional competence.
