서울시의 11개 자치구 자료와 2008년 2단계 공공근로사업의 참여자 설문자료 중 공공근로사업 참가경험자들 자료로써 그들의 노동행태를 분석하였다. 분석결과를 요약해보면, 노동시장에 부정적인 효과, 즉 대체효과가 실증되었다. 또한 참가자들의 민간일자리 기피로 민간부문의 빈 일자리 증가와 그로 인한 임금인상이라는 부정적인 외부효과를 초래하는 것으로 나타났다. 마지막으로 예산과 선발인원이 한정되어 있는 상황에서 동일인의 반복참여가 공공근로 참가를 원하는 신규진입자의 기회를 줄이는 행정적인 측면의 문제를 유발하고, 참가자 개인에게는 근로의욕 감퇴와 지속적인 실업문제를 촉발하는 것으로 분석되었다. 이상의 분석결과에 근거할 때, 공공근로사업은 폐지하거나 운영방법을 개선해야 할 것이다. 특히, 공공근로 사업의 운영을 민간에 위탁하여 정부정책의 실패를 줄이고 효율적인 민간단체의 운영방식을 활용하는 것이 필요하다고 판단된다.
Abstract
This study analyzes the labor behavior of public work program participants and its effect on the labor market using the 11 local governments data and another survey of the public work program. We find that the program inflicts a negative effect, so called the crowding-out effect on the labor market. In addition, it causes an increase in job vacancy and the wage hike from it as they avoid private menial jobs. Also repeated participation by the same persons prevents the new entry by others. Many participants show a demoralized work attitude and so it leads to their persistent unemployment. These findings suggest that the public work program should be amended or abolished. An alternative is to be contracted to private entities to decrease the policy failure for the program efficiency.
