본 논문은 국민기초생활보장제도의 세부사업으로서 자활근로사업의 탈빈곤효과에 대해 서베이를 통해 2002-2005년 자료를 수집․분석한 실증결과를 제시한다. 준거집단과의 비교를 통해 얻은 주요 결과로서, (i) 탈빈곤효과가 사실상 거의 존재하지 않았고, 오히려 현 시점에서 자립기회를 대체하며, (ii) 다른 한편으로, 미래의 취업/자립확률을 감소시키는 효과를 시현하고 있어 시급히 제도 효과성을제고시키는 방향으로 개선하는 것이 필요함을 보인다. (iii) 특히, 대부분의 자립확률감소가 기초보장제도의 혜택과 관련하여 발생함을 감안할 때, 자활사업자체에 대한 개편이 이루어지더라도, 현행 기초생활보장제도가 그대로 유지된다면 그효과를 기대하기 어려움을 암시한다.
Abstract
This paper studies the work incentive effects of the so-called Self Reliance program (SR), some sort of a training program within the welfare system in Korea [the Minimum Living Standard (MLS) program]. In contrast to the intended program goals, our quasi-experimental approach demonstrates the following: (i) exits from poverty are found to be few, and the program replaces work opportunities with welfare dependence, (ii) future employment probabilities rather fall, and (iii) these problems arise because the negative work incentive effects from the MLS program dominate the positive effects from the SR program. Our results imply that improving the SR program without revising the MLS program would not boost exists from welfare dependence and poverty.
