본 연구는 임대주택의 거주여부가 저소득층의 근로활동에 미치는 영향을 분석함으로서 자활 측면에서 임대주택 정책의 제도적 발전방안을 마련하는데 있어 그 기초자료를 제공하는 것을 목적으로 한다. 복지패널 1차년도에서 9차년도 자료를 활용하여 임대주택의 거주여부가 저소득층의 근로활동에 미치는 영향에 대해 분석한 결과, 임대주택의 거주여부는 저소득층의 근로활동에 부정적인 영향을 미치고 있는 것으로 나타나고 있었다. 또한 남성의 경우 임대주택 거주여부는 근로에 부정적인 영향을 미치고 있었으나 여성에게 있어서는 영향을 미치지 않는 것으로 나타나고 있었다. 이와 함께 수도권에 거주하고 있는 저소득층은 임대주택 거주에 따른 부정적인 영향을 받지 않는 것으로 나타났으나 비수도권에 거주하는 저소득층은 임대주택 거주가 근로활동에 부정적인 영향을 미치는 것으로 보이고 있었다. 분석결과, 우리나라 임대주택정책은 전반적으로 거주민의 근로활동에 부정적인 영향을 미치고 있는 것으로 나타나고 있었다. 특히 임대주택이 대규모 아파트단지로 구성됨으로 인해 보이는 문제점들이 근로에 부정적인 영향을 미치는 것으로 나타나고 있었다. 따라서 매입임대나 전세임대와 같은 형태의 임대주택 공급을 확대함으로써 이러한 부정적인 영향을 최소화하는 한편 임대주택 거주민에 대한 직업훈련 및 직업알선 등 직업관련 서비스를 함께 제공함으로서 임대주택 거주민의 자활을 촉진하는 방안을 마련하는 것이 필요하다.
Abstract
There are two evidence of the effect of public housing on low income people’s working. The first, positive one is increasing of working people who lives in the public housing. and the second, negative one is increasing of the family who cannot pay their rent. However, there are less studies on the effect of public housing on the aspects of working and self-support. So in this study I would like to examine employment related effect of public housing by analyzing the Korea Welfare Panel Data. The result of this analysis is that. First, the residence of the public housing has negative effect on low income people’s working. Second, residence in the public housing has negative effect to men however, it does not affect to women. Third residence of public housing has negative effect on working of low income people who do not live in Seoul and capital area, but has no effect on those who live in Seoul and capital area. It means that separation of employment from home on public housing is an important factor for the lower income people’s working.
