본 연구에서는 결혼이민자를 위한 취업지원 정책과 현황을 분석하고, 이를 통해결혼이민자의 경제적 자립과 사회참여를 촉진하기 위한 활성화 방안을 제시하고자한다. 먼저 한국 사회에서 결혼이민자의 증가 배경과 다문화가족정책의 발전 과정을 살펴보았다. 결혼이민자의 취업 의의와 관련 선행연구를 통하여 결혼이민자가경제 활동에 참여함으로써 얻는 긍정적 효과를 논의하였다. 2008년부터 2027년까지의 다문화가족정책을 네 차례에 걸쳐 분석하고 각 시기의 정책적 특징과 성과를 비교하였다. 또한, 2021년 전국다문화가족실태조사를 바탕으로 결혼이민자의취업 현황을 조사하고, 취업한 결혼이민자들과 구직 중인 결혼이민자들의 현실을구체적으로 고찰하였다. 이를 바탕으로 결혼이민자의 경제적 자립을 위한 정책적 지원의 중요성을 강조하였고, 지속적인 연구와 정책 개선의 필요성을 제안하면서그 활성화 방안 몇 가지를 제시하였다. 본 연구가 결혼이민자의 취업 문제 해결을위한 실질적이고 효과적인 방안을 모색하는데 기여하기를 바란다.
Abstract
This study analyzes the employment support policy and current status for marriage immigrants, and proposes activation measures to promote economic independence and social participation of marriage immigrants. First, we examine the background of the increase in marriage immigrants and the development process of multicultural family policies in Korean society. We discuss the positive effects of marriage immigrants participating in economic activities through the significance of marriage immigrants’ employment and related prior studies. We analyze multicultural family policies from 2008 to 2027 four times and compare the policy characteristics and achievements of each period. In addition, we investigate the employment status of marriage immigrants based on the 2021 National Multicultural Family Survey, and specifically examine the reality of employed marriage immigrants and job-seeking marriage immigrants. Based on this, we emphasized the importance of policy support for economic independence of marriage immigrants, and suggested the need for continuous research and policy improvement, and suggested several activation measures. We hope that this study will contribute to finding practical and effective measures to solve the employment problem of marriage immigrants.
