산업구조에 따른 외국인력 유형별 유입요인과 내국인력과의 관계분석: 대체효과와 보완효과에 대한 실증적 고찰

최근 인구감소지역에서는 청년층의 지속적인 유출과 고령화로 인해 심화되는 인력 부족 문제를 해결하기 위한 현실적인 대안으로 외국인력의 유입이 급속히 확대되고 있으며, 특히 제조업 등 단순노동 분야를 중심으로 그 수요가 집중되고 있다. 이에 본 연구는 경상권역 내 인구감소지역을 대상으로 단순 외국인력과 전문 외국인력의 유입에 영향을 미치는 요인을 비교･분석하고, 지역의 산업구조적 특성에 따라 외국인력과 내국인력 간에 대체 혹은 보완의 관계가 나타나는지를 실증적으로 규명하고자 하였다. 본 연구에서는 2019년부터 2023년까지 5개년의 패널자료를 사용하여 경상권역 내 32개의 인구감소지역을 공간적범위로 설정하고 고정효과모형을 적용하여 실증분석결과를 도출한 결과 경상권역 내 인구감소지역에서 청년 내국인 순유입이 증가할수록 단순외국인력 유입은 감소하고, 청년 내국인 순유입이 증가할수록 전문외국인력 유입은 증가하는 상반된 관계가 존재함을 실증적으로 확인할 수 있었다. 이는 단순외국인력은 청년 내국인과 대체관계를, 전문외국인력은 보완관계를 형성하고 있음을 시사할 수 있으며 이에 따라 지방정부는 산업구조와 노동시장 특성을 고려한 차별화된 외국인력 도입 제도를 지방자치단체 단위에서 마련하는게 필요하고 특히 청년유입이 활발한 지역은 전문외국인력과의 협업을 촉진할 산업정책을, 청년유입이 저조한 지역은 단순외국인력의 정착을 유도하는 통합적 정책 설계가 필요할 수 있다는 정책적 시사점을 제공한다.
Abstract
In response to severe labor shortages resulting from youth outmigration and population aging, the inflow of foreign labor has been rapidly increasing in South Korea's depopulated areas, particularly in labor-intensive sectors such as manufacturing. This study investigates the determinants of low-skilled and high-skilled foreign labor inflows across 32 depopulated municipalities in the Gyeongsang region between 2019 and 2023, using a panel dataset and a fixed effects regression model. The analysis reveals that an increase in the net inflow of domestic youth is negatively associated with the inflow of low-skilled foreign labor, but positively associated with the inflow of high-skilled foreign labor. These findings suggest that low-skilled foreign workers act as substitutes for domestic youth labor, whereas high-skilled foreign workers exhibit a complementary relationship. Based on these results, this study provides policy implications for local governments: regions with active domestic youth inflows should promote cooperative industrial strategies with high-skilled foreign workers, while regions experiencing continued outmigration should design integrated policies to support the long-term settlement of low-skilled foreign labor. These insights offer an evidence-based foundation for developing differentiated foreign labor policies tailored to the industrial and demographic contexts of depopulated regions.
