Abstract

This study examines the hypothesis that low voter turnout in local elections reflects citizens’ evaluations of their local governments. Determinants of voter turnout are categorized into political input and output factors, with voter evaluation factors classified as political output and the conditions faced by voters classified as political input. To operationalize political output factors, this analysis employs citizens’ life satisfaction and the employment rates of local governments. The analysis indicates that, at the aggregate level, voter turnout is positively correlated with life satisfaction among citizens. In other words, the lower the life satisfaction of residents, the lower the voter turnout in the local government. Additionally, localities with lower policy performance, as measured by municipal employment rates, also exhibited lower voter turnout. These findings suggest that voter turnout reflects citizens’ subjective satisfaction with the political system and their evaluation of its effectiveness. This study proposes that, in the era of decentralized governance, voter turnout can serve as a meaningful indicator of local democracy when designing and implementing differentiated decentralization policies across local governments.
