Abstract
China accounts for approximately 35.5% of global aquatic production and is the world’s largest fisheries producer. As a result, changes in China’s fisheries policy have important implications for global seafood supply chains and marine governance. This study examines the institutional changes and strategic transformation of China’s fisheries policy, focusing on an analysis of the 11th to 14th Five-Year National Fisheries Development Plans. The analysis demonstrates a fundamental transition in Chinese fisheries management, that Chinese fisheries management has undergone a fundamental transition, moving from a production-oriented growth model toward a strategic framework centered on sustainability, ecological restoration, and structural adjustment. In this process, fisheries have been redefined as a cross-sectoral policy domain linked to national food security, marine spatial planning, and external geopolitical considerations. These changes are systematically institutionalized through codified through the Five-Year Plan systemframework. The findings indicate that China's fisheries policy transformation and strategic advancement may have far-reaching implications for Northeast Asian marine governance and the maritime and fisheries policy environment of neighboring countries. It further indicates that South Korea's maritime and fisheries policy requires a strategic approach that comprehensively integrates industrial policy, maritime sovereignty, and international norms.
