2004년 만간차원의 공동연구로 시작된 한·중 FTA 논의는 2012년 협상개시와 2014년 실질적 협상타결에 이어 2015년 6월 1일 정식서명이 완료되어, 6월 4일 정부는 국회에 FTA 비준동의안을 제출하였다. 이로써 한·중 수교 23년, 양국 협력관계에 새로운 지평을 열게 되었다. 이제 국회 비준이 완료되면 양국이 국내절차를 완료하였음을 서면으로 상호 통보하는 날에 발효하게 된다. 현재 한·중 FTA 발효를 앞두고 있는 시점에서 우리나라 수산업은 어느 때 보다 중요한 상황에 처해 있다. 수산업은 생산이 자연적인 요건에 의존적이어서 변수가 많은 관계로 계획생산이 어려운 특징을 내재하고 있어 FTA의 경제적 효과를 향유하기 어려운 산업이다. 한·중 FTA가 우리나라 수산부문의 민감성을 고려해 체결되었다고 해도, 중국 수산업의 경쟁력, 잠재력을 고려할 때 우리나라 수산업에 대한 영향을 우려하지 않을 수 없다. 이러한 측면에서 본 연구는 수산업에 대한 국가단위와 지자체, 연구기관 등의 선행연구에서 제시된 분석방법론을 종합적으로 활용하여 한·중 수산업의 구조와 한·중 FTA가 우리나라 수산업에 미치는 영향을 다각적으로 분석·전망하고, 이를 바탕으로 對중국 수산물 수출 확대라는 측면에서 우리나라 수산업에 유의적인 정책적 시사점을 제시하는데 그 목적이 있다. 우리나라는 한·중 FTA에 따른 수산업의 경쟁력을 강화하기 위하여 FTA 피해지원제도의 활용, 수산가공품의 경쟁력 강화, 환경친화적인 양식산업 경쟁력 제고, 수산물의 수출상품화 지원, 어촌 활성화 정책 등 전략적 대응방안을 마련해야 한다.
Abstract
Korea and China began a joint FTA study of the private sector in 2004. Negotiations were initiated in 2012, and were substantially concluded in 2014. The formal signing of Korea-China FTA was completed on June 1, 2015, and the S. Korean government submitted bill on ratification of the FTA with China to the National Assembly on June 4. This opened up new horizons for bilateral cooperation between the two countries 23 years of diplomatic relations. When the ratification of Korea-China FTA is completed by the National Assembly, the FTA will enter into force the moment the two countries inform each other in writing after the domestic procedures are completed. Since the Korea-China FTA is expected to take effect within this year, South Korea's fishing industry is in a critical situation. Because the fishery industry is dependent on natural requirements for production, its production planning features make it difficult to enjoy the economic effects of the FTA. Even if the Korea-China FTA considered the sensitivity of the fisheries sector in S. Korea, the competitiveness and potential of Chinese fisheries make it hard not to worry about the impact on fisheries. Considering this situation, this study synthetically utilizes the analysis methodology which is set out in previous studies, including national and local government units and research institutes for fisheries. Based on this reference data, we carry out a multilateral analysis and forecasts the structure of Korea-China Fishery and the Korea-China FTA impact on fisheries in Korea. According to the above data and analysis, this study aims to present significant policy implications to fisheries of South Korea in terms of the expansion of aquatic products exports to China. S. Korea should prepare strategic measures to enhance the competitiveness of fisheries with regards to the Korea-China FTA. In order to strengthen the competitiveness of fisheries, utilizing the support system of FTA damage, strengthening the competitiveness of fisheries products, establishing environmentally friendly farming industry, supporting seafood export commercialization, and preparing measures to vitalize fishing villages are needed.
