이 논문은 기술발전론적인 시각과는 달리 사회문화론적 시각 또는 정치 제도적 관점에서 에스토니아의 인터넷투표 도입 과정을 분석한다. 각 정당의 지역적 지지기반과 정치적 이해관계에 주목하였다. 그리고 인터넷투표 제도가 당면한 선거 관리, 행정적 과제해결 과정을 분석하였다. 에스토니아에서 인터넷투표가 도입되는 과정을 살펴보면, 민족주의 정치세력이 주도하였다. 이들은 국외에 존재하는 에스토니아 시민권자의 정치적 지지를 인터넷투표로 동원하고자 하였다. 또한, 민족주의 정치세력은 과거의 소련 지배 경험이나 기억을 동원하여 전자정부, 인터넷투표 등 새로운 형태의 정치체제를 제도화하였다. 그리고 2001년 인터넷투표가 도입된 이면에는 연립 여당의 정치적 이해관계가 밀접하게 연계되어 있다. 당시 여당의 ‘조국연합’과 ‘개혁당’은 상대적으로 젊은 유권자로부터 지지율이 높았다. 지지지역을 살펴보면, 도시지역에서 지지를 조달하는 우익정당이라는 점이다. 이러한 정치적 이해관계가 인터넷투표 도입 과정에 작용하였다. 선거법 개정으로 인터넷투표가 도입되는 과정에서 선거 관리 담당부처인 법무부는 법적 정합성, 선거 관리 및 행정적 관점, 기술적 관점에서 제도적 방안을 정비하였다. 법적 정합성은 사전투표제를 확장하는 방식으로 해결하였다. 그리고 선거 관리상의 문제점은 전자정부 시스템과 연계하여 자유 선거, 비밀선거, 평등선거, 직접선거가 가능한 방식으로 제도화하였다. 마지막으로 기술적인 쟁점들을 해결하는 수단으로 국민 ID카드가 활용되었다. 결국, 에스토니아는 부정투표 가능성을 배제할 수 있는 제도적, 기술적 방안을 마련하게 됨으로써 인터넷투표 도입에 성공하였다.
Abstract
This paper analyzes the process of introducing Internet voting in Estonia from a political system perspective, not from a technological development perspective. In particular, we focus on each party's local support base and political interests. Also analyzing the process of solving the election management and administrative issues that the Internet voting system faced. An analysis of the introduction of Internet voting in Estonia shows that nationalist forces are leading the introduction. Nationalist forces have introduced an Internet voting system with the aim of mobilizing the political support of Estonian citizens living abroad. Also, behind the introduction of Internet voting in 2001, there are political interests of the ruling coalition parties. The coalition government at that time gathered support from young supporters. Looking at the support base of the coalition parties regionally, the support rate was high in urban areas. In order to operate the Internet voting system in accordance with the revision of the election law, the challenge is being solved from the viewpoints of legal consistency, election management and administration, and technology. Legal integrity is resolved in a way that works in conjunction with early voting. Election administration issues are linked to the electronic government system and institutionalized in a way that allows for free, secret, equal and direct elections. Finally, technical issues are solved using the National ID Card. After all, Estonia has succeeded in introducing an Internet voting system by institutionalizing institutional and technical measures to eliminate the possibility of illegal voting.
