정보화 시대를 맞아 각국은 전자투표 제도를 도입하는 문제를 둘러싸고 고심하고 있다. 정치과정에 전자투표 방식이 공식적으로 제도화되기 위해서는 기술적경제적인 조건의 충족만으로는 가능하지 않고, 정치사회 영역에서의 합의와 정치문화 부분에서의 수용 과정이 동시에 수반되어야 한다. 이러한 문제의식에 기초하여 본 연구는 대의제 민주정치의 모범국에 해당되는 네덜란드와 독일의 전자투표 도입 배경과 진행 과정을 상호 비교하면서 추적하고자 한다. 전자투표 도입과 실행과정이 단순히 기술결정론적인 입장에서 설명될 수 없고, 각국의 정치문화와 제도 및 정치적 상황 요인에 따라 결정된다는 명제를 입증하기 위해 네덜란드의 위임투표제(proxy vote)와 독일의 우편투표제의 의미에 대해 주목할 것이고, 전자투표제 시행의 구체적인 진행 과정과 현황을 구명해 본다. 아울러 전자투표제 도입 문제가 현안이 되고 있는 우리나라에게 네덜란드와 독일의 사례 연구가 담고 있는 정치적 함의를 정리해 본다.
Abstract
In the wake of age of informatization, countries are under consideration the introduction of e-voting. In order for e-voting to be formally institutionalized in the political process, not only economic and technical conditions should be met but also consensus in the socio-political areas and acceptance in political culture should parallel. With this thesis in mind, the current research will take comparative analysis on the conditions and process of introducing e-voting in Germany and the Netherlands, which are considered as one of the best representative democracy in the world. There is a thesis saying that introduction and operation of e-voting can not be explained by technical determinants only, rather it is determined by different political culture and circumstances in the countries. In order to prove the above-said thesis, this research will focus on the Dutch proxy vote as well as German postal vote, further look into the detailed process and status of e-voting in these two countries. Such a work is believed to shed some lights to Korea, where the introduction of e-voting is still a pending issue.
