Abstract
The Arthashastra of Kautilya written in Sanskrit is the most important work on politics in ancient India. This study intends to examine the 7 constituent elements of a state which Arthashastra lays emphasis on and explains in detail. And then, it tries to find out its significance for political science. The analysis shows that at first glance, there is a difference between ‘the three-element of a state’ which is generally believed in today, namely, territory, people and sovereignty, and the 7 constituent elements of a state in Arthashastra. If one has a clost aexamination, however, there is hardly any difference between the two concepts although Arthashastra does not mention sovereignty directly. Iecaust the Kist(Svāmin), which is the core constituent element of a sate in Arthashastraand pd sents sovereignty itself. Kautilya concerns that the kist is central to the life and death of the state. One of unique features of Arthashastra is that the allies is regarded as an important constituent elements of a state. It is also worth to note that in the 4th or 3rd century B.C. Arthashastra already shifted attention from political philosophy to political science. Unlike idealism of political philosophy of Platon and Aristoteles, Kautilya wrote the Arthashastra with the practical aim of showing how a sate ought to be ruled and how the government ought to be run.
