Abstract

This paper analyzes the voting behavior of Other Backward Classes (OBCs) in the 2014 Indian general election focusing on class and ethnic voting theory. According to class voting theory, redistributive preferences by lower castes and low-income people would explain electoral outcomes. On the other hand, ethnic voting may explain electoral outcomes by the motivation to exclude certain ethnic groups in the ethnically separated society such as India. Because ethnic voting based on religion is particularly conservative. I argue class and ethnic voting theory provides a useful theoretical framework for interpreting the results of the 2014 Indian general election. In India, caste-based economic and social inequality becomes intensified recently. On the on hand, this inequality could lead to the vote for the Indian National Congress (INC) due to its emphasis on redistribution policy. On the other hand, the Bharatiya Janata Party (BJP) may be able to win a majority of seats in the parliament due to its advocation of Hindu nationalism. Its emphasis on Hindu nationalism may lead to the electoral support of many Hindus due to it implementation of Anti-Muslim policy. To test the explanatory power of ethnic and class voting theory in India, this paper attempts to explore the voting behavior of OBCs, which account for the majority of India. First, to test the class voting theory, I analyze whether OBCs support the INC relative to other castes. For testing the ethnic voting theory, I test the effect of religious activities on OBCs’ support for the BJP. Based on the empirical analysis, I find that OBCs still have a lower tendency to support the INC compared to other casts, and the BJP gains more support from upper casts. I do not find the strong empirical support for the class voting theory in the 2014 Indian election. However, I find some support for the ethnic voting. Hindus and OBCs who support religious radical movements have increased their support for the BJP. Therefore, I conclude that the influence of ethnic voting was stronger in the 2014 Indian general election than class voting.
