일본 내 공해자료관의 활동상과 가치 고찰

本稿は日本の各地に散在している公害資料館とそのネットワーク、いわゆる＜公害資料館ネットワーク>の活動像を調査し、その内容とシステムについて分析することを目的としている。特に、近代を迎えてから公害大国と言われるほど、様々な公害事件が発生していた日本では、負の歴史を二度と繰り返さないようにと、各地の資料館は互いにネットワークを築き、資料の共有と公害教育などの活動に励んでいる。そういう活動とそれに関する情報を交流することによって、環境と人類のための未來指向的な解決策を模索しようとしているのである。その一環として、各地の資料館の関係者は2013年からネットワークを組んで、公害に関する経験と知恵を日本国内は勿論のこと、世界に向けて発信すると言う協働ビジョンを掲げて、現在まで多様な協働事業をを活発に営んでいる。その一番重要な事業の一つとして、毎年の12月に<公害資料館連帯フォーラム>を開催しているが、本稿では、そのフォーラムの趣旨と結果報告書を基に、第一、<公害資料館ネットワーク>を構成している主要公害事件と関連の資料館について調査と整理をし、第二に、<公害資料館>の意義と主要活動を内容別に調査及び分析したいと思う。この調査分析を通して、わが国を始め、公害と社会的災難に悩まされている国々に、公害事件とその再発を防ぐために、どうやって過去の事件の資料館化し、それから教育して行くかを試みるきっかけになることを祈る次第である。
Abstract
The purpose of this study is to investigate the activities of ‘Pollution data Center’ and the so-called ‘Pollution data Center Network’ scattered throughout Japan, and to analyze its contents and systems. In particular, in Japan, where various pollution incidents have occurred since modern times, various Pollution data centers have established networks to share information and educate on pollution. By exchanging such activities and information about them, they are seeking future-oriented solutions for the environment and humanity. As part of this, officials from various archives have been actively engaged in various cooperative projects since 2013 with a vision of communicating experience and wisdom about pollution not only to Japan but also to the world. One of the most important projects is the “Pollution data Centers Solidarity Forum” held every December. Based on the purpose and results of the Forum, I would like to investigate and organize the major pollution cases and related data centers. Through this analysis, I hope that this analysis can give us, whom are struggling with environmental problems like climate change and social disasters, opportunity to try to turn past events into archives and then educate them to prevent them from happening again.
