초록

본 연구는 중국 경제발전 단계에 따른 창업활동의 고용효과 변화를 분석한다. 최근 세계 경제가 보호무역기조 강화와 지역주의 강화로 인해 뉴노멀 국면에 접어듦에 따라 중국 지도부는 기존의 수출위주, 투자위주의 성장 전략을 탈피하고 디레버러징과 내수성장, 소비위주의 성장을 강조함으로써 성장전략 전환을 도모하고 있다. 이 과정에서 가장 주목할만한 경제구조개혁의 과제는 국유기업개혁과 창업활동 촉진이다. 그 동안 중국의 경제성장은 정부 부문의 과도한 설비투자에 의존한 측면이 크다. 이러한 성장 모델로 인해 중국 경제는 세계 경기변동에 취약하게 되었고 중국 지도부는 건실한 내생적 성장을 위해 국유부문의 경제 효율성을 높이고 민간부문의 투자를 유도해서 안정적인 고용을 창출하고 견실한 성장기조를 이어가는 목표를 세우고 있다. 이러한 중국 지도부의 경제발전 전략의 성패는 세계가 주목하고 있다. 이러한 맥락에서 본 연구는 과거 중국 경제발전 단계에 따른 창업활동의 동태적 고용효과 분석을 통해 국유부문의 개혁과 창업활동의 고용효과가 서로 연관되어 있다는 점을 실증하고 향후 중국 경제발전 국면 예측을 위한 근거로 활용할 수 있도록 추가한다. 1997-2012년에 걸치 성별 데이터를 사용하여 Almon 회귀법을 사용해서 창업활동의 동태고용효과를 추정한다.

Abstract

The study analyzes the change in employment effects of entrepreneurial activities in China according to the economic development. With the recent strengthening of protectionism and regionalism in the global economy, Chinese leadership is seeking to transform its growth paradigm, focusing on de-leveraging, domestic consumption and indigenous growth. The most notable task of reform in this process is the state owned enterprise reform and the promotion of private entrepreneurship. In the meantime, China's economic growth depends heavily on excessive capital investment by the government sector. This growth model has made the Chinese economy vulnerable to global economic fluctuations, and the Chinese leadership has been working hard to raise the economic efficiency of the state-owned sector for strong endogenous growth, to create private sector investment, to create stable employment. The success and failure of the Chinese leadership's economic development strategy is attracting the attention of the world. In this context, this study demonstrates that the reform of the state-owned sector and the employment effects of entrepreneurship activities are related to each other through the analysis of the dynamic employment effects of the entrepreneurial activities in the past stages of China's economic development through Almon Method.
