The ASEAN Way and the Efficacy of ASEAN Regional Forum (ARF)

초록

ASEAN에는 아세안 방식(ASEAN Way)이라는 독특한 기구 운영방식이 있다. 아세안 방식의 핵심 사항은 타국의 내정에 간섭하지 않고 모든 결정은 전원합의제 방식을 따르는 것이다. 이러한 아세안 방식은 모든 아세안 관련기구들에 공통으로 적용하고 있는데 아세안지역 안보포럼(ARF, ASEAN Regional Forum)도 예외는 아니다. 현재 27개 회원국가로 이루어진 ARF에 아세안 방식이 적용되어 운영되면서 많은 서구의 학자와 관료들이 아세안지역 안보포럼을 농담이나 하는 유명무실한 회합 정도로 평가하고 있는 상황이다. 특히 현실주의 시각을 가진 학자들은 이 포럼의 효용성에 대해 강한 불신을 표출하고 있다. 그들의 주장은 ARF이 아직 갈등 또는 문제해결 수단을 가지고 있지 않으므로 안보공동체로서 실효성이 없다는 것이다. 그러나 ARF이 계속해서 잘 운영되고 있으며 오히려 창설된1994년보다 현재 더 많은 회원국과 다양한 의제를 다루고 있다는 점에서 ARF이 효용성이 없는 기구라는 주장에 동의할 수가 없다. 저자는 이 논문에서 ARF이 추구하는 목적이 직접적인 문제의 해결이 아니라 회원국간의 의견교환과 믿음을 증진시켜 간접적으로 갈등을 조정하고 있음을 조명하였다. 그리고 저자는 ARF이 추구하는 또 하나의 목적은 미국과 중국 같은 강대국들이 동시에 이 포럼에 참가하여 서로 견제하고 때로는 협력하면서 아세안 주변에서 외부세력간에 힘의 균형을 유지하도록 유도하는데 있다고 분석한다. 이러한 저자의 분석은 구성주의적 시각을 바탕으로 한 결과이다. 저자는 아세안 방식을 적용하는 아세안지역 안보포럼이 효용성이 있으며 현재의 역내안보 상황에서 아세안 안보공동체 (ASEAN Security Community)를 형성하는데 중요한 역할을 하고 있다고 주장한다.
