한반도 안보문제에 대한 아세안지역안보포럼(ASEAN Regional Forum)의 중립적 대응 분석

초록

ARF(ASEAN RegionalForum)는 ASEAN(AssociationofSoutheastAsian Nations)의 주도로 1994년 7월 창설된 아시아·태평양지역 유일의 정부 간 다자안보협의체로서,26개 주요 국가 및 EU 의장국을 포함한 27개국의 외무장관들이 연례적으로 회동하며 역내 정치,안보문제를 포괄적으로 협의하고 신뢰구축과 예방외교를 통해 지역 내 평화와 안정을 유지하는 역할을 수행하고 있다. 한반도 안보문제는 동북아지역은 물론 동아시아 지역 전체의 안정에 매우 중요한 안보현안으로서 ARF창설 이후 꾸준히 논의되어 왔으나 동아시아 지역전체의 안보를 아우르는 거버넌스(governance)를 갖춘 다자안보협의체로서 그영향력과 역할은 제한적인 것이 현실이다.역내 안보를 위협하는 북한의 핵개발과 미사일 실험,대남 무력도발에 대해서도 국제사회의 반응에 비해 다분히중립적인 입장을 취해왔으며 UN을 비롯한 국제사회의 대북 제재나 압박에 비해 매우 낮은 수준의 논의와 대응으로 일관해 왔다.특히 2000년 북한의 ARF 가입 이후 북한의 영향력이 커지면서 한반도 안보문제에 대한 ARF의 중립성은 더욱 증대되었다. 본 연구는 ARF창설 이후 한반도 안보문제가 어떻게 다루어져 왔는가에 대하여 ARF의장성명을 중심으로 분석하였다.특히 북한의 가입 이전과 이후의비교 분석을 통하여 동아시아 유일의 다자안보협의체로서의 ARF역할과 구조적 한계를 한국의 입장에서 분석하고 향후 다자안보외교로서 활용 방안에 대해 제시하고자 한다. 주제어 : 아세안지역안보포럼(ARF), 아세안, 한반도 안보, 중립성, 구조적 한계, 다자안보

Abstract

This paper examines security problems in the Asia-Pacific region and international relations among member states of the ASEAN Regional Forum - the only multilateral security cooperation in the Asia-Pacific region. Security issues on the Korean Peninsula are perceived as the important security agenda that can have significant impacts on the Northeast Asian security as well as the Asia-Pacific region as a whole. However, considering the ARF’s role and its influence in maintaining peace on the Korean Peninsula, it has revealed a plenty of limitations in establishing a security community in East Asia. Despite of the fact that North Korea posess serious security threats such as the development of nuclear weapons, infringement of human rights, and continuous military provocations, the ARF has kept a neutral stance on the security matters in the region. Thus, this study investigates the ARF’s positions and causes of adopting a rather neutral stance, dealing with security issues on the Korean Peninsula and proposes how to make more efficient ways of utilizing the ARF as a means of maintaining the multilateral security forum.
