초록

This paper examines why the Vietnamese leaders in the reform era decided to deeply embrace legal reform. Contrary to conventional wisdom on the authoritarian regime, a fierce faction-struggle about the reform policy creates uncertainty on the future course of many authoritarian countries. Under such a circumstance, the Vietnamese leaders in the transition period had to signal its commitment to the reform policy and interlock future leaders on the track of liberal economy. For that reason, authoritarian countries including Vietnam in the Doi Moi era in transition signed international treaties and embraced the rule of law. However, the ramification of the treaty internalization and embracement of the rule of law went beyond the economic realm and the Vietnamese government's original design. Some pieces of evidence show some improvements in Vietnam's criminal justice system and a higher level of rights-consciousness of Vietnamese as the result of legal reform. Vietnam's experience neatly fits into the theories of international relation on the signaling and interlocking.

Some pieces of evidence show some improvements in Vietnam's criminal justice system and a higher level of rights-consciousness of Vietnamese as the result of legal reform. Vietnam's experience neatly fits into the theories of international relation on the signaling and interlocking.
