Abstract

There have been increasing studies explaining the Singapore case since 1990s, with the perspective of middle power foreign policy that emphasizes 'network national interest' or 'open national interest'. Although often with limited hard-power capabilities, smaller countries like Singapore are very good at finding ways to advance their national interests in international politics, and are increasingly leveraging their niche capabilities to influence the normative context of international relations. Singapore is a good example of a small country with a history of using soft power from a functionalist point of view. In this context, this study is intended to draw implications for the establishment of Korea's Arctic policies and strategies through the case of Singapore by analyzing and evaluating her activities related to the Arctic in Singapore. More specifically, the authors would like to analyse how changes in the Arctic affect Singapore, and conversely, what implications Singapore's participation in Arctic governance has for the future of the Arctic, including the economy and environment, and how it relates to Singapore's national interests. In addition, based on the analysis, implications that can be helpful for Korea's Arctic policy in preparation for the Arctic era are presented as a conclusion.
