신자유주의적 성범죄 예방 인식에 대한 여성주의적 검토 : 서울시 여성안심특별시 정책을 중심으로

본 연구는 2008년 정부가 국정과제 실천계획으로 내세웠던 ‘여성이 안전한 사회 만들기’와 함께 한국 사회에 본격적으로 등장한 서울시 여성안심특별시 정책이 지니는 문제를 여성주의적 시각에서 검토해 보고자 한다. 본 연구에서 이 정책과 관련하여 주목하고자 하는 이유는 한국 사회에서 성폭력의 문제가 ‘안전 프레임’으로 사고되기 시작한 본격적인 분기점이 될만한 사건으로 볼 필요가 있다고 생각하기 때문이다. 본 연구는 이처럼 성범죄 예방의 의미를 안전, 환경의 기표와 연결시키면서 한국 사회에서 성폭력의 문제를 여성 안전의 문제로 인식시키는 중요한 전환점 중 하나를 이루고 있다고 생각되는 서울시 여성안심특별시 정책의 문제점을 성폭력 관련 정책과 인식의 신자유주의화라는 측면에서 비판적으로 살펴보고자 한다. 이를 통해 성폭력의 문제가 안전과 물리적 환경 개입의 문제로 접근되는 것이 발생시키는 문제점과 함의를 여성주의적 시각에서 검토하고자 한다. 신자유주의적 성범죄 예방 정책 안에서는 ‘위험의 확률’이 중시되며 성폭력의 문제는 공간에서 발생하는 확률의 문제로 축소될 수 있다. 그리고 시장화된 방식으로 통제 가능해지는 문제로 탈정치화될 수 있다. 그러나 동시에 여성이 성범죄 예방과 관련하여 현실에서 구체적으로 체감할 수 있는 수단이기도 하다. 이런 점에서 신자유주의적 ‘안전 프레임’은 ‘성폭력 문제의 탈정치화’와 ‘현실적으로 체감되는 성범죄 예방 수단’이라는 이중적 효과를 내포하고 있다. 이러한 점은 현실적으로 구체적 일상에 개입할 수 있으면서도 성폭력을 구조적 문제로 인식할 수 있게 하는 성범죄 예방의 모색이 필요함을 보여준다. 또한 ‘안전’을 경유하여 사회의 불안이 관리되는 통치성 측면에서 성범죄 예방 정책이 맥락화될 필요성을 보여준다.
Abstract
This study aims to examine from a feminist perspective the problems of the Seoul Metropolitan Government's Women's Safety Special City policy, which has emerged in earnest in Korean society along with the creation of a safe society for women, which the government put forward as an action plan for national affairs in 2008. The reason why this study focuses on this policy is that it needs to be viewed as a full-fledged tipping point in Korean society where the issue of sexual violence began to be thought of as a frame of "safety" and "environmental intervention." This study links the meaning of preventing sexual crimes to safety and environmental signifiers, and critically examines the problems of the Seoul Women's Safety Special City policy, which is considered to be one of the important turning points in recognizing the issue of sexual violence as a problem of women's safety in Korean society. Through this, we will examine the problems caused by the approach of sexual violence as a problem of safety and environmental intervention from a feminist perspective. In the policy of preventing sexual violence based on the safety frame through environmental intervention, the "probability of risk" is emphasized, and the problem of sexual violence can be reduced to the problem of probability occurring in places. And through intervention in the environment, the issue of sexual violence can be depoliticized as a 'problem that becomes controllable in an individualized and marketable way'. However, at the same time, the 'safety frame' has the dual effects of 'depoliticization of sexual violence problems' and 'realistically felt means of preventing sexual crimes' in that it is a means that women can specifically experience in relation to the prevention of sexual crimes. This demonstrates the need to seek sexual crime prevention that allows sexual violence to be recognized as a structural problem while being able to intervene in concrete daily life. It also demonstrates the need for a detailed analysis of how sexual crime prevention policies are deployed and utilized in terms of governance that manages social unrest through 'safety'.
