‘피해’ 개념의 재배치 시대에 여성주의적 개입을 위한 시론

신자유주의의 능력주의 서사는 개인의 능력을 강조하면서 역량 있는 개인을 찬양한다. 그렇다면 신자유주의 시대에 남성들을 중심으로 부상하고 있는 피해 경쟁의 문화는 어떻게 설명할 수 있는 것일까? 본 논문은 이러한 문제의식에 답하기 위해 신자유주의 시대에 한국사회에서 피해가 지배질서의 양식으로 전유, 소비, 배치되는 방식을 읽어보고자 한다. 첫째로 사회구조적 약자의 권리 운동을 퇴보시켰던 보수주의 정부는 정치적 영향력을 목적으로 여성 피해자를 담론의 중심에 소환하고 가해자에 대한 강력한 처벌을 내세웠다. 이는 피해자 권리의 차원에서 촉발된 흐름과는 거리가 먼 정치적 영향력의 공고화와 입지 구축을 위해 피해자를 소환하는 성격을 띤다. 둘째로 피해자 남성 정체성이 정치적 포퓰리즘을 위한 권력의 기표가 되기 시작함을 볼 수 있다. 한국사회에 서 젠더화된 남성 대중의 분노 감정을 정치인들의 정치적 입지를 위한 자원으로 활용 하는 현상은 2021년 서울시장 재보선 선거 전후로 본격화되었다. 이는 20대 남성들에 게 정치적으로 어필하기 위해 그들을 ‘역차별의 피해자’로 앞다퉈 규정하기 시작한 정 치인들의 공약을 통해 확인된다. 오늘날 ‘피해’의 개념은 사회구조적 약자들의 목소리를 희생시키면서 권력 집단을 위한 전략적 기표로 재배치 되고 있다. 이제 여성주의는 사회구조적 피해자를 위해 싸우면서 동시에 피해를 권력의 기표로 만들며 탈맥락화된 피해자의식을 촉진하는 지배질서와도 싸워야 하는 조건에 놓여 있다. 이런 시대는 ‘피 해가 지배적 권력관계의 작동 방식에 소비되는 작동 방식’에 대한 새로운 여성주의적 성찰을 요구한다.
Abstract
This paper aims to examine the social context on rerouted victimhood. While neoliberalism appreciates the merit system, many people have been insisting on victimhood. The claim for victimhood has served the interests of people in power, ignoring the weak in power relation. This rerouted victimhood problem requires an epistemological turn of understanding victimhood. This paper aims to analyze how victimhood is consumed and arranged as a mode of ruling order in the neoliberal era. First, neoconservative government called the women’s victimhood of gender violence the center of discourse and claimed the protection of victims and punishment of offenders for political influence while weakening the feminist movement. Second, men’s victimhood has been a signifier for power. Gendered men’s popular resentment has been consumed by recognizing and defining them as victims of feminism to appeal to political populism for their political resource. Today ‘victimhood’ has been a critical point to expand power relations, ignoring the voice of the weak. We need to fight for the weak in power relation and against the dominant group in order to encourage victimhood to form victimhood as a signifier for the dominant group. This phenomenon requires a new epistemological and methodological approach to problematize the meaning of being recognized as a victim.
