국가정책결정 거버넌스와 공론조사: 토의민주주의 관점에서

초록

국가정책결정을 위한 거버넌스 방식은 민주적 정당성을 담보해야 한다. 민주적 정당성은 거버넌스의 목적인 동시에, 갈등잠재력을 협력잠재력으로 전환하는 데 필요한 필수요건이다. 필자는 시장, 관료제, 민주주의로 압축되는 사회적 조정기제 중에서 민주주의에 주목해 민주적 거버넌스를 개념화하고 그 요건을 제시한다. 그리고 공론조사가 민주적 거버넌스에 부합되는 국가정책결정 방식임을 설명한다. 구체적으로 공론조사의 이론과 방법, 경험 사례, 이론적·경험적 쟁점을 분석했고, 이를 토대로 공론조사와 공론조사의 이론적 토대인 토의민주주의에 대한 비판을 경험자료를 통해 반박했다. 또 분석결과를 종합해 공론조사가 국가정책결정을 위해 활용할 수 있는 주요한 방법이며, 특히 갈등적 사안을 결정하는데 효과적일 수 있음을 보여주고자 했다.

Abstract

This paper aims at contributing to the discussion of deliberative democracy by analyzing the deliberative polling in the nation-state and by developing a framework of democratic governance. I argues that Deliberative polling is most likely to succeed in the double task of achieving reasonable public judgements and maintaining social integration in a shared public sphere. The deliberative polling is a distinctive form of public consultation. It combines two key values, political equality and deliberation. The national deliberative poll has the advantage of creating a microcosm of the entire country, ready to confront trade-offs and difficult issues, and providing a picture of informed and representative public opinion. When a national deliberative poll is combined with a national broadcast, it can spread the word to both policymakers and the public. So, I propose that we should take a national deliberative polling on the Korea-US FTA.
