로컬 거버넌스능력 강화수단으로서의 공론조사

Abstract

Governance is the very concept that represents the paradigm shift in the role of a government required by the change of the operating mechanism of the society such as globalization, informatization and democratization. However, the abuse of the concept without precise definition has led to a failure in representing true contents of a new paradigm in the local self-government. To examine governance as a new paradigm, the narrower definition of the concept is needed. According to Beetham's social coordination and Healey's governance, we argue that governance, called “democratic governance", is closely related to democracy, which is distinguished from “new public management" and “neo-liberal governance" associated with other forms of social coordination. The role of deliberation as the source of democratic legitimacy is significant in strengthening governance capacity and consolidating democracy. The legitimacy of policymaking as a collective opinion formation is also found in “public judgment", a ‘true' public opinion formed through deliberation. Considering that civic participation in public sphere, where public judgment is formed, offers a momentum of upgrading citizenship that constitutes the base of governance, constructing effective public sphere can play a considerable role in augmenting governance capacity.
