한국 발전국가의 기원: 1950년대의 한계와 가능성을 중심으로

초록

1980년대 중반 이후 미국 학계를 중심으로 등장한 발전국가(developmental state)의 개념은 발전국가의 기원을 일제 시기로 설정하며 국내 학계에 일대 충격을 주었다. 그러나 이 주장은 1945년 해방 이후 나타난 한국 사회의 정치경제적 변혁과 한국전쟁으로 인한 피해 그리고 1950년대의 대외관계를 간과했다는 점에서 비판을 받았다. 그러한 점에서 본 논문은 1960년대 이후의 한국의 발전국가는 일제시기가 아닌 1950년대에 그 기원이 이루어졌음을 주장한다. 그럼에도 1950년대에 1960년대의 차이는 “외적 규정력과 내적 자율성의 상호작용”이라는 복합적 시각을 통해 파악할 수 있다. 즉 외부적으로는 1950년대 중반까지의 미국의 안보 중심의 안정정책과 내부적으로는 낮은 국가능력과 이승만의 퍼스낼리티가 발전국가로의 진입을 막았던 것이다. 그러나 1950년대 중반이후는 발전국가로의 가능성이 확대되었던 시기이다. 즉 외부적으로는 1950년대 중반이후 나타난 미국의 안보성장 중심의 안정정책이 그리고 내부적으로 농지개혁과 발전지향적 제도 및 관료의 형성은 발전국가로의 가능성을 보여주었던 것이다. 따라서 1950년대는 해방과 한국전쟁이라는 경제적 후퇴기를 벗어나 복구와 부흥의 기틀을 마련했고 더 나아가 1960년대 발전국가를 태동시킨 시기라고 할 수 있다.

Abstract

The Theory of Developmental State that appeared in USA learned circles since the mid-1980s insisted that the origin of Developmental State is colonial period of japanese. This insistence was big impact in Korean domestic learned circles. But, this insistence criticized in terms of overlooked change of political and economy in South Korean society that appear since the liberation in 1945, the damage by the Korean War and foreign relations of the 1950s. This article emphasizes that Korean developmental state have formed to 1950s historically. Nevertheless, The reason that do not achieve economic growth such as the 1960s in the 1950s can understand through complex sight of "Interaction of the external defining power and the inner autonomy." Until the mid-1950s, The Korean Developmental State was limited by the American's stability policy of national security for the Korea external. And the Korean developmental state was limited by low state capacity and personality of Rhee internal. Nevertheless, it was time that possibility have magnified to the Developmental State since the mid-1950s. Since the mid-1950s, American policy measures for the Korea emphasized national security and economic growth at the same time. The enforcement of Land Reform and formation of development-oriented institution and bureaucracy were internal foundation that enable economic growth since in the 1960s. Consequently, The Korean Developmental State formed foundation in the 1950.
