한국의 발전국가와 관료자율성: 대내외적 자율성과 정책결정 집권화를 중심으로

초록

본 논문은 한국의 발전국가적 특성이 가장 두드러졌던 1961년부터 1988년까지의 기간을 대상으로 이 시기 동안 관료자율성의 변화를 살펴본다. 구체적으로, 본 논문은 박정희 정부와 전두환 정부에서의 핵심적인 경제정책을 담당하였던 경제 관료들을 둘러싼 정치적, 사회적 맥락을 분석함으로써, 기존의 논의들에서 주장되거나 가정되는 수준의 높은 자율성을 이들이 누리지 못하였음을 밝힌다. 이를 위해, 본 연구는 고도 성장기를 3시기로 구분하고 각 시기별 엘리트 경제 관료의 사회적 자율성, 정치적 자율성, 경제정책결정의 집권화라는 세 가지 차원에서 관료자율성을 분석한다.

Abstract

This study aims to examine changes in bureaucratic autonomy from 1961 to 1988 when the South Korean state supposedly had key characteristics of a developmental state. It shows that elite economic bureaucrats had not enjoyed autonomy as much as had been argued or presumed in previous works by taking a closer look at political and social contexts in which they made and implemented key economic policies. Specifically, it divides South Korea’s developmental period into three and disaggregates the bureaucratic autonomy in each period with three dimensions: internal autonomy from powerful political actors such as presidents; external autonomy from societal actors such as big business; and centralization of economic policy-making.
