초록

의사소통 권력은 자유롭고 민주적인 공론장에서 의사와 의지의 형성과 결정 과정을 통해서 획득되는 정치적 영향력 또는 권력의 일종이다. 현재 진행 중에 있는 인공지능 기반 사회에서 이러한 의사소통 권력을 가장 수월하게 획득할 수 있는 기계로 인공지능을 꼽을 수 있다. 인공지능이 갖는 의사소통 권력은 한 개인의 사적 이익만이 아니라 공적 이익과 같은 차원의 중요한 의사결정에도 막대한 영향을 미칠 수 있다. 인간의 삶을 총기획하고 경영하는 정치제도인 민주주의의 운영이 사회 구성원들의 자발적 의사가 아니라 인공지능이라는 기계의 결정에 의해서 좌우된다면, 인간은 의사결정권이 없는 민주주의 사회의 한 부품으로 전락할 수도 있다. 그와 같은 사회는 ‘인공지능의, 인공지능에 의한, 인공지능을 위한’ 민주주의로서 인공지능이 지배하는 민주주의 사회, 즉 ‘인공지능의 민주주의’가 구현된 사회라 할 수 있다. 이러한 인공지능의 민주주의는 인공지능 시스템의 오작동과 조작 가능성을 포함해서 ‘인공지능의 피할 수 없는 결함’으로 인해 인간의 자율성이나 자기결정권의 약화와 침해는 물론이며, 인류 전체의 삶마저 위태롭게 할 수도 있다. 이런 사태를 예방하기 위해서는 민주적 공론장에서 인공지능이 초래하게 될 가능한 위험을 최소화할 수 있는 윤리적 인공지능이 요구된다.

Abstract

Communicative activities in a free and democratic public sphere acquire political influence, that is, communicative power, through the process of forming opinion and will. As a political system that comprehensively plans and manages human life, democracy can be influenced not by the voluntary will of members of society but by the decision of the machine called artificial intelligence, and it can degrade humans into a component of the artificial intelligence society. Such a society can be said to be a society in which artificial intelligence, democracy for artificial intelligence, and democracy dominated by artificial intelligence, that is, ‘a democracy of artificial intelligence’ is implemented. It means that artificial intelligence is highly likely to make not only various decisions but also important decisions, and even malfunction due to the "inevitable defects of artificial intelligence" along with the possibility of manipulating artificial intelligence systems can put human life at risk. To prevent such a situation, ethical artificial intelligence that can minimize the possible risks that artificial intelligence will cause in the democratic public sphere is required.
