이 논문은 지구정치경제학의 관점에서 한국정부의 1997년 말 국제통화기금(IMF)과의 구제금융 협상, 그리고 1998년 초 지구금융자본과의 채무만기조정 협상을 상세히 검토함으로써 지구적 위기관리의 특성을 이해하는데 유용한 분석틀을 제시하려고 한다. 1997년 말 IMF의 한국 경제위기 개입에 대한 분석에서 드러나는 바와 같이 지구적 위기관리에 대한 통상적인 접근법은 월스트리트, 미 재무부, IMF와 같은 지구적 권력 행위자들의 다소 일방적인 역할을 강조한다. 하지만 이러한 접근법은, 이들의 선택 또한 구조적, 물질적으로 제약을 받을 수 있으며 그 이외 다른 국가 및 비국가 행위자도 위기과정에서 중요한 역할을 할 수 있다는 것을 간과한다. 한국의 사례는 구조적, 물질적 조건이 ‘월스트리트-미 재무부-IMF 복합체’에도 제약을 부과하며, 다른 구별되는 행위자들도 지구적 정치경제 과정 속에 영향력을 행사할 수 있다는 것을 보여준다. 따라서 필자는 지구적 위기관리를, 위기라는 구조적-물질적 조건 속에서 사회세력들이 위기를 이용하고 위기에 적응하기 위해 취하는 여러 다양한 전략적, 전술적 대응을 수반하면서 결과적으로 위기효과를 시간과 공간상에 불균등하게 배분하는 복잡한 정치적 과정으로 이해해야 한다고 주장한다.
Abstract
From the perspective of global political economy, this article attempts to develop some useful analytical framework to understand the process of global crisis management, by closely examining the Korean government’s negotiations on the financial bailout with the International Monetary Fund (IMF) in late 1997 and debt-rescheduling with global financial capital in early 1998. As can be seen from popular discourses on the East Asian financial crisis, the conventional approach emphasizes more or less one-sided role of global power players such as Wall Street, US Treasury and the International Monetary Fund in global crisis management. However, this approach neglects that even these power players can be structurally and materially constrained, and other state and non-state actors may play an important role. The Korean case indicates that structural and material conditions may limit even the choice of the mighty ‘Wall Street- US Treasury-IMF’ complex, and that other distinct forces may exert influence in global political economic processes as well. Thus I argue that global crisis management should be understood as a complex political process that involves various strategic and tactical responses by social forces to take advantage of or adapt to the structural and material conditions of crisis, and that this eventually distributes crisis effects unevenly in time and space.
