라오스 안의 중국, 위협인가? 기회인가?: 무역, FDI 그리고 ODA를 중심으로

본 연구의 목적은 중국위협론과 중국기회론을 세계적인 강대국으로 부상하고 있는 중국과 국경을 접한 ASEAN 회원국이자 최빈국인 라오스의 사례를 통해 규명하는 것이다. 이를 위해 중국과 라오스의 관계를 무역 및 투자 그리고 ODA를 중심으로 분석하였다. 분석 결과, 중국위협론과 중국기회론이 라오스 내에서 일방적으로 관철되고 있지 않으며 두 가지 시각이 공존하고 있는 것으로 나타났다. 즉, 무역 및 투자, ODA 분야에서 중국의 영향력이 급속히 확대되고 있긴 하나 그 자체로 중국위협론만을 지지하는 것은 아니다. 중국자본 및 ODA의 대규모 유입은 국내투자자본이 매우 취약한 라오스 내 상황을 감안할 때 경제발전을 위한 중요한 토대가 될 수밖에 없다. 특히 국가적전략 측면에서 양국의 이해관계가 상당부분 일치하면서 ‘협력관계’는 더욱 강화되고 있다. 다만 소프트파워의 경제적 자원 운용방식에서는 상호 호혜적이라기보다 중국우위의 관계형성이 비교적 뚜렷하게 나타나고 있다. 그러나중국의 영향력 확대에 따라, 라오스 정부는 중국위협론이 현실화되는 것을 제어하기 위해 중국기업이 집중적으로투자되고 있는 분야에 대한 신규투자 유보조치, ODA 지원 대가로 수행되고 있는 신도시개발 사업 계획의 수정 등전략적 조치들을 실행하고 있다. 이는 중국의 이해관계가 일방적으로 관철되는 것이 아니라 라오스 정부가 ‘중국위협론에 대한 제어능력’을 일정 수준 보유하고 있음을 의미하는 것이다. 따라서 라오스에 대한 중국의 영향력 확대에 대한 평가는 중국위협론과 중국기회론의 이분법적 시각을 넘어 ‘절충주의적 관점’이 필요하다. 향후 라오스가중국위협론에 대한 우려를 제어하고 대중국 협상력을 제고하기 위해서는 자체적인 전략적 노력과 더불어 ASEAN의 회원국으로서 다자간 협력 틀을 강화하고 활용할 필요가 있다.
Abstract
This paper investigates the question of whether China threats or not to the Lao-China threat and opportunity theories-by analyzing the case of international relations between the two countries’ border, especially focusing on trade, foreign direct investment(FDI) and official development aid(ODA). The results of the paper indicates that both theories-China threat and opportunity theories-coexist. Namely, though China’s influence in Laos is expanding in trade, FDI and ODA, these trends don’t endorse only China threat theory. Chinese capital and ODA entering to Laos are important bases on Laos’s economic development because Laos does not hold enough domestic investment capital. Especially, the cooperation between the two nations is being enhanced due to coincidence of interests in terms of national strategies. Operation method of economic resource in soft power, however, seem to be made international relations led by China rather than mutuality reciprocal. Nevertheless, Laos government partly has its own ability to control China threat theory. For example, Lao government ceased new investment permission of the mines and rubber plant and modified planning of new town development by Chinese companies to control realizing China treat theory in Laos. To evaluate China’s influence in Laos, it is necessary to overcome dichotomy between China threat theory and China opportunity theory and to take ‘eclectic perspective’. Laos should make the best use of ASEAN as multilateral cooperation frame to control China treat theory and to improve bargaining power toward China.
