라오스 화교 사회의 재건과 중국과의 관계

본 연구에서는 라오스 화교 사회의 재건과 중국과의 관계를 조명해 보고자한 다. 21세기 들어서 라오스와 중국과의 관계 개선은 두 가지 측면에서 설명할 수 있다. 라오스의 입장에서는 지리적으로 고립된 국가로서 주변국과의 관계가 국가의 발전과 생존에 영향을 미친다. 중국의 입장에서 라오스와의 관계는 단순히 과거 동남아 사회주의국가와의 서원했던 관계 회복에만 있는 것이 아니고, 대 동남아 진출에 필요한 전략적 교두보 형성에 있다. 그렇다면 이 두 국가가 상호 이익을 도모하기 위해 어떤 관계 형성을 할 수 있으며, 그것은 과연 어느 쪽의 이해관계를 강화하게 될 것인가? 본 연구에서는 라오스의 화교사회를 주목하고 있다. 특히 현재까지 드러나고 있지 않은 화교사회의 역할이 향후 두 국가 간에 어떻게 가교적 역할을 하게 될 것인가는 매우 중요하다. 그러므로 본 연구는 화교 사회 재건 과정에서 중국의 개입과 무역관계에서 나타나고 있는 화교들의 참여를 중심으로 논한다. 또한 본 연구는 향후 중국의 대동남아 전략에서 라오스 화교사회의 역할에 대한 심도 있는 연구를 위한 토대연구로 삼고자 한다.

Abstract

The ethnic Chinese in Laos are currently rebuilding their communities. Not surprisingly, the reconstruction reflects updated international relations between Laos and China. This research reviews the behavior of Chinese minorities in Laos from the strategic interests of China and its interactions with Laos in the 21st century. Key questions to address are: whose interests are more influential and how they are mirrored in the ways to rebuild the Chinese community in Laos. Defined as Lao's economic survival and China's political regional power, the terms of interest for exchange between the two countries go through the medium of ethnic Chinese networks. Proliferating businesses of ethnic Chinese in the bilateral trades and joint construction projects support the strengthening role of the community in brokering the two countries, and at the same time suggest China's increasing involvement in the activities of ethnic Chinese in Laos. The internal process within the community, though essential to define the status of ethnic Chinese between China and Laos, is under-investigated. This research explores an identification of the Chinese community in Laos with a few statistical data and their analyses on China's involvement.
