강제이주와 국내실향민 여성의 동원화: 콜롬비아의 사례

콜롬비아의 무력분쟁과 폭력으로 인한 강제이주와 국내실향민 발생은 세계 2위, 라틴아메리카에서는 1위의 규모이며, 지속적인 사회적 불안요소가되어왔다. 무력분쟁과 강제이주의 상황에서 여성은 아동, 원주민, 아프리카계 콜롬비아인과 함께 가장 취약한 그룹으로 분류된다. 콜롬비아의 강제이주로 국내실향민 여성들은 엄청난 고통을 경험하고 매우 취약한 상황에 처해졌다. 지역과 국가전체에서 광범위한 망을 구축하며 인권과 평화운동의중심적인 역할을 해왔던 콜롬비아 실향민 여성들의 동원화는 헌법재판소와의 상호작용과 여러 판결들을 통해 정치참여의 기회와 공간을 지속적으로만들고 이를 제도화 해내는 결과를 가지고 왔다. 이 논문에서는 콜롬비아 국내실향민 여성이 강제이주 피해자에서 보다적극적인 정치행위자로 등장하게 된 배경으로서 국내실향민 여성의 정치적동원화와 Tutela제도의 활용을 통해 얻어낸 성과들을 고찰한다.
Abstract
The armed conflict in colombia has continued for many decades causing forced internal displacement which is one of the important factor that generates social instability. Under the armed conflict, violence and forced displacement, women is one of the vulnerable group with children, indigenous and Afro-Colombians. Internally displaced women forced by various types of violence during the armed conflict and displacement have suffered in many ways distinct with the men. However, paradoxically the experience of forced internal displacement has generated an opportunity to organize and participate in several types of organizations for their rights and interests. In this article the interaction between the Constitutional Court and the organizations of women will analyzed as the environment that has enabled political mobilization of Internally Displaced Women for peace process and for their rights
