이 글은 1990년대 이후 안데스 지역의 원주민운동을 가능케 한 주된 추동력을, 원주민 고유의 공동체 경제와 관련하여 살펴보려고 한다. 이 공동체 경제는 전근대 사회에 보편적으로 나타나나, 잉카 사회의 경우, 씨족 공동체의 지리적 산포에 기반을 둔 ‘수직적 호혜망’ 때문에 더욱 더 강조되었고, 경제적 차원을 넘어 사회 각 분야를 구성하는 주요한 원리로 작동하였다. 그러나 이러한 공동체 경제는 식민지 시대를 거치면서, 크게 왜곡되고 약화되었다. 그럼에도 불구하고 원주민들은 식민 지배에 대해, 나름대로 ‘적응 속의 저항’ 전략을 통해 공동체적 가치와 그 지속가능성을 보장하려고 노력하였다. 특히 1937년 원주민 공동체는 ‘코무나’라는 법적 지위를 획득하면서, 이러한 노력을 보다 더 강화할 수 있었다. 그러나 코무나의 공동체적, 호혜적 경제활동은 60년대와 70년대의 농지개혁이라는 미명 하에 자행된 농촌의 자본주의화, 그리고 80년대와 90년대의 신자유주의적 구조조정으로 다시, 더 심각한 형태로 위협을 받는다. 이러한 위협에 대해, 원주민들은 90년대 들어 대규모 봉기로 대응한다. 이 과정에서 공동체 경제 사상은 신자유주의적 정책에 대항하는 저항을 조직하고 사람들을 동원하는 주요한 매개 역할을 수행하고, 원주민적 전통과 가치를 기본 원리로 삼는 제헌헌법으로 결실을 맺었다.
Abstract
This article is to analyze what is the main impetus of the andean indigenous movements principally after the 1990s, and what relation does the traditional communitarian economy have with this impetus. Inca Empire was the society based on the reciprocal economic activities. These activities were reinforced because of the vertical network of reciprocity, according to the geographical dissemination of Ayllu members. But the communitarian economic system was distorted and weakened in the colonial oppression and exploitation. In th face of these difficulties, the indigenous people directed their efforts toward the substantiality of this economic system through their strategy of ‘resistance in adaption’. In 1937, the existing indigenous ‘Comunidad’ btained the new legal status, that is, ‘Comuna’. But the communitarian, reciprocal economic activities of Comuna were threatened again and in the more serious manner, with the capitalization of the rural areas, promoted by the name of the Land Reform in 1964 and 1973, and the neoliberal adjustments during the 1980s and the 1990s. In the 1990s, the indigenous people reacted to these threats as massive revolts. In this process, the communitarian economic thoughts served as a mediator to organize resistance and mobilize people against the neoliberal capitalization, after all producing the New Constitutions in the 2000s, that accepted the indigenous traditions and values as their fundamental principle.
