신자유주의 경제정책 이후 브라질 경제 엘리트들의 지형을 분석했다. 브라질 경제 발전과 경제 권력 관계는 식민 이후 대토지에 기반하고 있는 플랜테이션 농업 자본이 중심이었다. 이런 구조는 산업화 이후에 일부 조정되기는 했지만 여전히 작동하고 있는 것으로 나타났다. 이런 가운데 신자유주의이후 브라질 경제에 직･간접적으로 영향력을 행사하고 있는 대토지소유자, 공기업 경영자, 대자본가와 경제 관료를 통해 산업자본가의 성장이 눈이띠기는 하지만 공기업이 경제에서 중요한 역할을 하고 있었고, 최고경영자들도 대부분이 기존 경제 엘리트들을 중심으로 네트워크를 구축하고 있었다. 브라질 경제 엘리트들은 연방정치와 지방정치 과정에 적극적으로 참여하면서 경제 권력 네트워크를 형성하고 있다. 경제정책의 많은 부분이 네트워크에서 결정되기 때문에 자신들의 경제권력을 유지할 수 있다. 브라질의 경제엘리트들도 정치 엘리트들과 마찬가지로 자신들의 권력을 확대하기 위해다양한 형태의 정치 활동을 하고 있는 것으로 나타났다.
Abstract
This papers analyzed brazilian economic elites in perspective ofhistory. I analyzed economic elite and specificity to understandrelationship between processes of economic development andeconomic power in 2 chapter. I knew that brazilian economy andelites has been developed by monoculture and latifundium inagricultural structure. In 3 Chapter, I analyzed land owners,state-owned enterprises management, multinational capitalist andtop economic officials as economic elites in Brazil. Brazil’s biglandowners have far too much power in politics. Restructuringstate-owned enterprises through privatization, these enterprisemanagement play an important role to propel the economic policy ofgovernment. Brazil’s top multinational enterprises have made thecountry the second largest outward investor among developingcountries. These multinational corporation have an effect on tradeand investment. Top Brazilian economic policymakers are decide thedirections of economic policy with president. So they are veryimportant in economic elites, but they are changeable in accord with economic situations. I examined how do form the economic elite network at present. The economic elite had a strong network, large land owners and politicians appeared to be a close relationship, in particular. Networks between other elites and senior economic officials is relatively loose.
