브라질 룰라 3기 정부의 신산업정책의 주요 특징에 관한 연구

초록

본 연구는 룰라 3기 정부가 추진 중인 신산업정책(NIB)의 주요 특징을 분석하는 것을 주요 목적으로 한다. 특히, 2003년 노동자당(PT) 집권 이후 룰라 3기 정부의 신산업정책(NIB)에 이르기까지 네 차례에 걸쳐 추진된 브라질 산업정책을 △산업정책의 추진 환경과 목표, △주요 지원 분야, △지원 수단 및 재정(금융) 규모, △정책 추진 체계 등 네 가지 기준에 따라 비교 분석하여, NIB의 성공적 추진을 위한 과제를 도출하였다. 본 연구에서 도출한 과제는 △산업정책 추진의 정당성을 확보하기 위한 사회적 합의 도출, △산업정책의 선택과 집중, △재정지원 한계 극복, △보호주의 성격의 정책 완화, △통상정책과의 연계, △거시경제정책과의 조화, △체계적인 성과 모니터링 도입을 포함한 거버넌스 개선 등 일곱 가지로 요약할 수 있다.

Abstract

This study aims to examine the key characteristics of the New Industrial Policy (NIB) introduced by Lula’s third administration. Specifically, it compares the industrial policies promoted by the Workers’ Party (PT) since 2003 with the NIB of Lula’s third term, using four criteria: the policy environment and goals, main areas of support, means and amount of financial support, and policy governance system. From this analysis, the study identifies challenges for the successful implementation of the NIB. These challenges can be summarized as follows: building social consensus to legitimize industrial policy, focusing and prioritizing policies, overcoming financial limitations, reducing protectionist policies, aligning with trade policies, harmonizing with macroeconomic policies, and improving governance with systematic performance monitoring.
