본고의 목적은 제2차 세계대전 이후 라틴아메리카에 도입된 수입대체산업화(ISI)정책과 그에 수반된 근대적 의미의 도시가 형성되는 과정, 그리고산업화 정책의 쇠퇴기와 맞물리며 진행된 도시 빈민화와 그 사회적 위기 양상을 세계 자본주의 체제 위기와 변화의 논리로 설명하는데 있다. 라틴아메리카의 만성화된 빈곤과 심화되는 사회 불평등의 문제를 도시 빈민화의 과정을 통해 구체적으로 파악하고 라틴아메리카 사회위기에 대한 고찰과 그원인을 구조적으로 분석하고자 하였다. 더 나아가 빈곤화된 라틴아메리카의 도시들이 당면한 시급한 사회문제를 일국적인 국가 정책의 실패나 제도의 비효율성으로 설명하는 기능주의적 한계를 극복하고, 도시가 빈곤화 되어 가는 과정에서 나타나는 라틴아메리카의 사회 위기를 자본주의 사회가태생적으로 잉태할 수밖에 없는 모순적인 사회의 구조적 결과물로서 파악하고자 하였다.
Abstract
This study aims to analyze the urban crisis of Latin Americancountries focusing on social conflicts, which are becoming moreserious and critical, caused mainly by the impoverishment of theurban population, and its social consequences can be observedplainly in every day life. The main purpose of this paper is toprovide different approaches that will help understand the socialreality -through the urban crisis - of Third World countries, as thatof Latin America. For this review, the industrialization policies ofLatin America will be analyzed in the course of transition of theglobal capitalist system, which will be considered as a structuralmechanism that may have interacted with the domestic conditionspresented in the process of urban formation.
