한국과 일본의 여론과 외교정책: 국민의 역사 인식, 정치적 환경, 프레이밍을 중심으로

초록

본 연구는 한일 양국에서 외교정책에 대한 여론을 형성하는 양국 국민의 고정적 인식, 정치적 환경, 정부의 프레이밍 간의 관계를 분석해 보는 데 목적이 있다. 이를 위해 위안부합의, 강제동원피해자 문제를 사례로 살펴보았으며, 2013년부터 2023 년까지의 한국 동아시아연구원(EAI)과 일본 겐론(言論)NPO의 「한일국민상호인식조 사」 결과를 활용하였다. 분석 결과는 다음과 같다. 첫째, 한일 간 해결해야 할 역사문 제로 한국 국민에게는 위안부 문제, 일본 국민에게는 한국의 역사 교과서 문제가 고정적 인식으로 자리잡고 있다. 둘째, 정치적 환경변화가 위안부 문제, 강제동원피해자 문제와 관련한 양국의 여론을 견인하고 있다. 셋째, 정책결정자의 외교 현안에 대한 프레이밍이 자국민의 인식 틀을 형성하고 있다. 특히 일본에서는 정부의 위안부 문제, 강제 동원피해자 문제에 대한 프레임이 그대로 여론에 수용되고 있음을 확인할 수 있었다. 이 같은 결과는 개별현안에 대한 양국 국민의 여론은 각국이 가지는 정치적 맥락 하에서 해석될 필요가 있으며, 양국 정부의 노력 여하에 따라 여론이 바뀔 수있음을 의미한다.

Abstract

This study aims to explore the relationship between historical perceptions of the people of both Korea and Japan, the political environment, and the framing by the government that shapes public opinion on foreign policy. This study uses the issues of comfort women and Koreans forced laborers during Japan’s colonial rule of the Korean Peninsula (1910-1945) as examples. It also uses the results of a Korea-Japan Joint Public Opinion Poll conducted by the East Asian Institute (EAI) and Genron NPO from 2013 to 2023. The results are as follows: Firstly, regardless of the government’s foreign policy, the comfort women issue remains the most significant historical matter for the Korean people, and the textbook issue for the Japanese. Changes in the political environment are driving public opinion in both countries. The framing of diplomatic issues by policymakers significantly influences the perception of their people. In Japan, the government’s framing of the issues of comfort women and forced labor was found to be accepted by public opinion. It mean that the public opinion on individual issues needs to be interpreted in the political context of each country and public opinion can be changed depending on the efforts of the governments of both countries.
