Abstract

This paper is to explore the formation process of the American national identity through American political leaders’ perceptions of immigration and citizenship in the early republic. Immigration and citizenship policy have played a key role in building of the American nation, and one of the fundamental factors relating immigration with the citizenship is the naturalization policy. So it examined the legislative history of naturalization from 1790 to 1802, with the domestic and international circumstances, the legislative debates among major politicians, and the main contents of naturalization laws. And then the continuity and changes of U.S. naturalization policy, and the implications of such changes are discussed. Because of the revolution and war in Europe and the continued influx of immigration to America, the increase in political instability and the cultural heterogeneity of immigrants has become the most important issues in the early republic. Accordingly, the U.S. political leaders differentiated the acceptance attitude towards immigration and naturalization according to ‘the fitness for republican system’ and ‘assimilation into Anglo culture’ that clearly having much racial character. The final consequence of policy discussions regarding immigration and naturalization was the Naturalization Act in 1802. Since then, the racial principle of whiteness and the political norm of a five-year residency requirement for naturalization have influenced the making of the immigration and naturalization policy and the national identity of the U.S..
