The Korea-China FTA(hereafter, KCFTA) has been recently re-focused after China concluded its ECFA(Economic Cooperation Framework Agreement) with Taiwan in June 2010. Since 2004 in the APEC summit, however, a non-governmental feasibility study and then, the Joint Study by government officials and academic and business experts on a potential KCFTA have been conducted. Having considered the conclusion of the Joint Study Report that the KCFTA could produce various benefits to both countries. negotiations of the KCFTA can be initiated in time. Under this situation, the purpose of this research is to investigate the Korea's strategy of FTA negotiations with China. Before discussing the Korea's strategy, this article covers theoretical analyses on the KCFTA divided into two parts, economic and non-economic - so-called political or strategic - aspects. Based upon theoretical analyses with examining the China's previous FTAs, this paper argues that China could pursue its FTA with Korea mostly for the political reasons rather than economic benefits. Moreover, China's strategy in FTA negotiations with Korea could be pragmatic and flexible as it was in its previous FTAs with employing 'step-by-step approach' and 'Early Harvest Programme'. From this perspective, Korea in its FTA negotiations with China needs to approach in terms of 'strategic move'. Having considered the China's roles and its growing power in East Asia and further in the global political and economic system as a counterpart to the US, it should be a necessary step for Korea to conclude an FTA with China in order to actively and positively respond to the change of the international order. It should be also considered that, however, the gap between preference and non-preference of the KCFTA will be huge according to industries. This indicates that Korea's strategy should approach to minimise damages to sensitive industries to the KCFTA. It is a national consent that, however, is the most important with democratic controls in negotiating processes.
