The purpose of this study is to assess charging policy under data constraint by examining the charging of waste disposal in Soka city, Japan. First, this article details waste disposal system in Japan and conducts cost-benefit analysis of waste disposal charging for application in Japanese policymaking. Second, I derive the demand curve and the cost curve without econometrics by using the method developed by Bordman, Greenburg, Vining and Veimer. The findings of this study indicate that charging policy is desirable from the viewpoint of cost-benefit ratio.
