초록
Faced with increasing competition to attract foreign investment for growth, governments are tempted to cut business regulations, labor standards, and environmental laws. As a result, workers in developing countries have been exposed to human rights and labor standard violations. Leading global corporations have responded to the situation by introducing corporate social responsibility (CSR). Although CSR resulted in some degree of success, the private and voluntary nature of CSR's regulation have raised many concerns as well. This paper argues that ILO's efforts to bring together corporations, governments, and international agencies may provide a promising model in raising labor standards. To provide evidence for the future of co-regulation, we offer a case study of ILO's engagement in the Cambodian apparel industry. The 'Synthesis Report' published by the ILO provide evidence that the 'Better Factories Cambodia' program has successfully raised Cambodia's labor standards in child labor and discrimination against employment.
