中韩沿海地区地方政府合作发展新路径研究 --基于广东国际合作项目的扎根分析

Abstract

Against the backdrop of deepening cooperation in Northeast Asia, cooperation between local governments in the coastal areas of China and South Korea is particularly important. Coastal areas, as the core support zone for a country's opening-up and economic development, have strategic significance in promoting the process of economic globalization and international exchange and cooperation. By text analysis method, combined with official public information and expert interviews, the study conducts an in-depth analysis of the cooperation history, current situation and problems faced by local governments in the coastal areas of Guangdong, China and South Korea through grounded theory and NVivo software. Research has found that although both parties have strong cooperation motivations and needs, there are problems in the cooperation process, such as insufficient regional coordination, imbalanced cooperation areas, lack of depth in cooperation forms, and interruption of continuous cooperation and communication, which seriously restrict the depth and sustainability of cooperation. In view of this, this article proposes five strategic paths to promote high-quality cooperation between local governments in the coastal areas of China and South Korea. Firstly, establish authoritative cooperation institutions to enhance cooperation execution capabilities. Secondly, comprehensively enhance the quality of personnel involved in cooperation between China and South Korea and optimize personnel allocation. Third, adopt scientific management methods to enhance the collaborative awareness of the leadership. In addition, to jointly build cooperation in the field of "marine characteristics" and promote the coordinated development of cooperation regions. Finally, we need to break through historical issues and differences in political systems and rebuild the political mutual trust foundation for economic and trade cooperation. Through these strategies, it is expected to achieve sustainable development and deepening of local government cooperation in the coastal areas of China and South Korea.
