단선형 학제 도입이 사회계층간 교육격차에 미치는 영향 :한국과 일본의 경우

이 연구는 한국과 일본에서 교육정책의 변화가 사회계층간 교육격차에 영향을 미쳤는지를 분석하였다. 이전 연구들은 사회계층간 교육격차가 빠른 교육확대에도 불구하고 지난 수십 년 간 지속되어왔으며 어떠한 형태의 교육개혁도 교육 불평등의 본질을 바꾸지 못했다고 주장하였다. 그러나 정부가 강력하게 교육에 개입하거나 통제하고 있는 국가들에서 정부의 교육정책은 사회계층간 교육격차를 증가시키거나 감소시켰다는 주장도 제기되었다. 이 연구는 특히 한국과 일본에서 공통적으로 1945년 중반 이후 복선형에서 단선형으로 학제개편이 단행되었다는 점에 주목하여 이러한 변화가 사회계층간 교육격차의 양상을 바꾸었는지 살펴보았다. 분석 결과, 단지 일본의 사례에서만 단선형 학제 도입 이후 사회계층간 교육격차가 감소하는 결과를 보여주었다. 한국 역시 같은 시기 단선형 학제가 도입되었으나 이러한 학제 개편은 교육 확대를 빠르게 진전시키기는 했으나 사회계층간 교육기회의 불평등까지 감소시키지는 못했다. 이러한 차이는 부분적으로 1940년대 후반기 동안 한국에서 사회적 혼란이 지속되었고 한국정부가 공공재원의 부족 등으로 인해 실질적인 교육재정의 확충을 실현하지 못한 반면, 일본 정부는 1940년대 후반기 동안 학제 개편 및 의무교육 확대 시행을 위한 실질적인 재정적 투자를 했기 때문에 비롯된 것으로 보인다.
Abstract
This study has analyzed the effects of educational reforms on social class differentials in school transitions over time in Japan and Korea. Previous research has found that social class differentials have not decreased over time despite a rapid expansion of education, and that the reforms have not led to a reduction in educational inequalities. However, in case studies about states where education is strongly controlled or closely regulated by government authority, some authors have insisted that strong states may increase or decrease the effect of class on education. In this analysis, we analyzed whether or not the change from the old educational system to a new one (single ladder system) affected social class differentials during a ten-year period in Korea and Japan. As a result, we found that only Japan’s case shows significant results for reducing the gaps between social classes due to the change of educational policies. Although Korea has experienced fast expansion of education since the introduction of single ladder system at the same time as Japan, the Korean government could not provide substantial funding for education due to a lack of public expenditures and the Korean War, while the Japanese government realized this during the 1950s. If the state does not play a leading role in the realization of educational reforms, we cannot expect that its reforms will have substantial effects on associations between one’s social class and one’s continuation of one’s education. Furthermore, although the promotion policies on educational opportunity may reduce gaps between social classes, this does not automatically reduce inequality in educational opportunity.
