미･중 갈등과 쿼드(QUAD) 참여국들의 인도-태평양 지전략 분석

본 논문에서는 쿼드에 참여하는 미국, 일본, 호주 그리고 인도의 인도-태평양 지전략 을 분석하였다. 최초로 쿼드를 구상한 국가인 일본은 ‘자유롭고 열린 인태(FOIP: Free and Open Indo-Pacific)' 전략을 통해 해당 지역에서의 영향력을 넓혀 나아가고 있다. 일본은 쿼드를 통해 해당 지역에서 중국을 견제하고, 인태 지역 국가와의 협력 관계를 더욱 공고히 하고자 한다. 호주는 이미 인태 지역에 대한 관심을 가진 국가였으나, 미중 간 중립적 자세를 견지하고 있었다. 하지만 2017년 이후 호주는 미국과의 소다자주의 협력을 통해 하드 밸런싱 전략을 펼치고 있다. 이에 반해 인도는 쿼드에 참여하나 강대국과 지역 간 균형 전략을 유지하고 있다.
Abstract
In this paper, I analyzed the Indo-Pacific geographic strategies of the United States, Japan, Australia, and India participating in the QUAD. Japan, the first country to plan the QUAD, is expanding its influence in the region through the ‘Free and Open Indo-Pacific (FOIP)’ strategy. Through theQUAD, Japan seeks to keep China in check in the region and further solidify its cooperative relationship with countries in the Indo-Pacific region. Australia was already a country with interest in the Indo-Pacific region, but maintained a neutral stance between the US and China. However, since 2017, Australia has been implementing a hard balancing strategy through cooperation with the United States on soda independence. In contrast, India participates in the QUAD but maintains a strategy of balance between major powers and regions.
