본 연구는 한반도 해양주권 회복을 위한 핵심 전략으로 인천 주권 확립 방안을 도출하는 데 목적이 있다. 인천의 역사적·전략적 위치와 해양 인프라의 중요성을 중심으로 연구 문제를 설정하였다. 이를 통해 인천항 리모델링을 통한 국제관광무역도시항 조성 등의 확립 방안을 제안하였다. 연구방법으로는 국내외 문헌 연구와 사례 분석을 병행하였다. 중세 베네치아와 제노바 공화국 및 글로벌 해양도시(홍콩, 싱가포르, 상하이, 블라디보스토크)의 사례를 벤치마킹하였다. 연구결과, 인천은 동북아 해상교통의 핵심 관문으로서 해양주권 회복에 중요한 역할을 확인하였다. 또한, 인천항 리모델링을 통한 첨단 인프라 구축은 경제 활성화와 무역 경쟁력 제고에 이바지할 것으로 나타났다. 특히, 해양 감시 및 방어체계 강화로 국가안보와 해양주권 수호 능력을 높일 수 있음이 시사되었다. 한편, 인천이 지방 도시라는 점에서 중앙정부와 지방, 민간 간 협력 체계 구축이 인천 주권 확립의 실행력 강화에 필수적임을 도출하였다. 또한, 문화재 보존과 공공 예술 등을 통한 역사적 정체성 계승이 도시 브랜드 가치를 상승시킨다는 점도 확인하였다. 연구 한계로는 최신 통계자료 부족과 정책 실행의 현실적 도전 과제를 들었다. 이에 향후 연구에서는 인천 주권 확립 방안에 관한 실증적 분석과 장기적 정책 효과 평가가 필요하다. 본 연구는 인천이 한반도 해양주권 회복의 전초기지로 발전할 수 있는 전략적 모델을 제시함으로써 국가적 발전 및 안보 강화에 이바지할 것으로 기대한다.
Abstract
This study aims to propose a plan for establishing Incheon’s sovereignty as a core strategy for restoring maritime sovereignty on the Korean Peninsula. The research problem was framed around the historical and strategic location of Incheon and the importance of maritime infrastructure. In doing so, proposals were made for initiatives such as remodeling Incheon Port to develop an international tourism and trade port. The research methodology combined domestic and international literature reviews with case studies, benchmarking examples from the medieval Republics of Venice and Genoa, as well as global maritime cities such as Hong Kong, Singapore, Shanghai, and Vladivostok. The results confirm that Incheon plays a crucial role in restoring maritime sovereignty as the key gateway for Northeast Asian maritime transportation. Additionally, establishing advanced infrastructure through the remodeling of Incheon Port is shown to contribute to economic revitalization and enhanced trade competitiveness. In particular, strengthening maritime surveillance and defense systems is suggested to improve national security and the ability to safeguard maritime sovereignty. Moreover, given Incheon’s status as a regional city, building cooperative frameworks among the central government, local authorities, and the private sector is essential to reinforce the implementation of Incheon’s sovereignty. It was also found that preserving cultural heritage and public art contributes to the enhancement of the city’s brand value through the continuation of its historical identity. This study is expected to contribute to national development and enhanced security by presenting a strategic model through which Incheon can evolve into a forward operating base for the restoration of maritime sovereignty on the Korean Peninsula.
