Abstract
During the Joseon Dynasty, the Byeongbu(兵符) was a Busin(符信) used to mobilize local troops when needed, commonly referred to as the Balbyeongbu(發兵符). The use of Byeongbu was initiated during the reign of King Sejong and was legalized in the military regulations included in the Gyeonggukdaejeon(經國大典) promulgated in 1486 (King Seongjong 16), and it was implemented until 1895 (King Gojong 32). The front of the Byeongbu bore the words Balbyeong(發兵), and the back was engraved with the official position of the Paebugwan(佩符官) or the name of the town, fortress, or port. Gwanchalsa(觀察使), Yusu(留守), Jeoldosa(節度使) used three Byeongbu (left and right), while Yeongjang(營將), Sulyeong(守令), Byeonjang(邊將) used five (left and right), with a total of 2,491 in circulation. Byeongbu were produced according to changes in local administrative divisions and military fortresses, and were remade if lost or destroyed by fire. The process of handing over Byeongbu involved administrative documents exchanged between the king, Byeongjo(兵曹), and the Paebugwan, including Gyemok(啓目), Gwan(關), Gyebon(啓本), Janggye(狀啓). In the event that the Paebugwan was vacatede the seat by temporarily, Woohoo(虞候), Geojinjang(巨鎭將), Gyeomgwan(兼官) managed the Byeongbu in their stead. The mobilization of troops delivered Gyoseo(敎書) and Byeongbu during the early Joseon period, and later, during the late Joseon period, delivered Yuji(有旨) of Seungjeongwon(承政院) including royal orders, followed by Byeongbu and Seonjeonpyosin(宣傳標信). Byeongbu and Milbu(密符) differed in the engraved characters, the circumstances of re-creation, the personnel of Paebugwan, and the quantity managed. Moreover, the processes of handover, management in the absence of the Paebugwan, and the methods of troop mobilization differed. Byeongbu was used for mobilizing troops, while Milbu was employed when the Paebugwan personally led the troops into action.
