Abstract

The purpose of this study is to examine to what extent Korean news organizations followed principles of the International Fact-Checking Network as part of their routine practices during the 19th presidential elections in South Korea. To that end, this study conducted content analysis of the fact-checking news stories provided by 12 major news organizations that are strategically affiliated with the “SNU Fact-Check Center,” Korea’s first fact-check organization, located at Seoul National University of South Korea. The two main fact-checking principles of IFCN are - transparency and impartiality. With regard to the principle of transparency, the Korean news media were found to fall short transparency, for example, in the frequent use of anonymous sources. By contrast, the news media were found to do well in upholding the principle of impartiality. Adherence to the principal of impartiality is measured in terms of whether more than two news organizations that fact-check the same issue arrive at the same conclusion - true, mostly true, false. In addition, results showed that selection bias, which is one of the criticisms directed toward Fact-Checkers, was not mixed. These suggest the direction that fact- checking practices by Korean news organization need go to remedy their shortcomings.
