정책갈등상황에서의 관료정치전략 분석

정책결정 및 집행과정에서 양립하기 힘든 가치가 대립하는 경우 정책갈등이 발생하게 된다. 최근 사회간접자본 건설 사업에 있어 갈등의 발생건수가 증가하고 있을 뿐 아니라 개발이냐 보전이냐의 이익 및 가치 갈등이 매개되면서 보다 첨예한 정책갈등 양상을 보이고 있다. 이러한 정책갈등 상황에서 관료들은 자신의 의도대로 정책을 추진하여 이해관계를 달성하기 위해 다양한 유형의 관료정치전략을 구사하게 된다. 그런데 전략 선택은 대통령, 타 기관, 국회, 시민단체, 언론 등의 정치적 지지와 같은 외부요인, 조직의 전문성과 리더십, 내부의 지지 등 내부요인에 의해 영향을 받으며, 이러한 요인들은 갈등의 특성에 따라 상이한 양상을 보인다. 이에 따라 본 논문은 갈등구조, 갈등의 빈도와 강도, 외부환경적 요소, 관료조직 내부요인 등이 다소 상이한 영월댐 건설사업, 새만금 간척사업, 서울시 청계천복원사업, 경주 방사성폐기물처리장 건립사업 등 네 가지 사례를 중심으로 정책갈등 상황에서 관료정치전략의 유형과 특성에 대해 논의한다. 특히 조직외부로부터의 정치적 지지 정도에 따라 관료정치전략이 어떠한 차이를 보이는가를 분석한다. 영월댐과 새만금 사례의 경우 개발부처와 보전부처 간 첨예한 갈등양상을 보였으나, 주도집단의 리더십과 전문성은 차이를 보이고 있고, 청계천과 방폐장 사례의 경우 부처 간 갈등은 뚜렷하지 않으면서도, 주도집단의 리더십과 전문성 수준은 매우 높았다. 영월댐 건설을 제외한 나머지 세 가지 사례는 모두 개발부처의 전략이 성공적으로 작용하였고, 영월댐 건설사업만 환경부의 전략이 성공적으로 작동하였다. 특히 정책갈등이 발생하는 정치적 상호작용 환경에서 관료들은 다양한 관료정치전략을 구사하고 있음을 알 수 있다.
Abstract
When two incompatible values confront with each other in both policy-making and policy implementation stage, policy conflict is likely to occur. Especially, in constructing social overhead capital, the frequency of policy conflict has increased. In addition, as the discord between development and preservation are magnified, these conflicts get more intensified. Under these circumstances, all bureaucrats will adopt various bureaucratic politics strategies to implement the policies in pursue of their purposes, and to obtain and extend their interests. The political power of bureaucrats can be affected by the external factors such as political support from the president, other organizations, the national assembly, the press and the citizen group, as well as the internal factors like the reputation, specialty, leadership and support from internal members. In this context, this article, with four distinguished policy conflict cases-Youngwol Dam construction, Saemangeum reclamation, Chonggyechon stream restoration, and Gyongju radioactive waste disposal plant, analyzed the characteristics and types of bureaucratic politics strategies under the policy conflict environment. In contrast with other cases, The conflict levels of Chonggyechon stream restoration and Gyongju radioactive waste disposal plant cases are not very high. And only Youngwol Dam construction was led by conservation ministry vis-a-vis development ministry. From this analysis, it was concluded that the internal and external factors can be affected by the features of conflict, therefore, the bureaucratic politics strategies can be differentiated in terms of policy conflict.
