Abstract

This research made use of the Protest Event Data Archive Korea(PEDAK) to analyze selected characteristics of environmental protests from the 1987 restoration of direct presidential elections to 2007. The protests were investigated by participants, strategy, scale, and demands. The results show that environmental protests in South Korea experienced notable changes in the mid 1990s and mid 2000s: while the majority of protesters in the immediate wake of democratization were blue collar workers and local residents, civic activists became increasingly involved through the mid 1990s in step with the rapid rise of civic organizations. After 2000, environmental protests can be considered to be essentially led by civic activists. In terms of protest strategies, disruption of public order was most common until the mid 1990s. In contrast, non-violent, law-abiding demonstrations have grown increasingly prominent since 2004. Immediately after the mid 90s protesters organized small and mid-sized protests. Both large- and small-scale protests have been staged since the mid 90s. However, protests remained at the regional level. The content of demands seems also to evolve from the political and economical to the political and ecological. This implies that the environmental movement in South Korea is transitioning from a pursuit of interest toward an increased emphasis on a general environmental ideology. This research also revealed that South Korea’s environmental protests have become more mature compared to the past.
